Even compared to Pakistan, India has not got it's act together when it comes to telecommunications & Internet. It's as simple as that.

As mentioned, there are a lot of homes passed (I would expect BSNL has got at least a couple lakh homes passed by now), but very few takers of the available FTTH services as yet, partially because the main player offering FTTH (BSNL) prices it's services pretty stupidly (Rs3k+tax for 1mbit/s and so on).

Pakistan is also superior in the VOIP arena as well, and like almost every other country in the world, they do allow VOIP<->PSTN and the assigning of e.164 compliant phone numbers (that is, a number starting with Pakistan's country code +92 that is possible to reach from any phone in the world... India does not allow this).

With India projecting itself as an IT hub, it should have a better all-round penetration rate and higher speeds. Period. Doesn't matter what technology is used.

The technology and the speed have little to do with each other. Last I checked, most of the FTTH connections in Pakistan were between 0.5 and 4 mbit/s.
